There aren't any low cost airlines currently flying to Kyrgyzstan. None. Not from Western Europe, not from Central and Eastern Europe and not from the Persian Gulf.

While we wait for airlines such as the Latvia-based Air Baltic and the UAE-based Air Arabia to expand their route networks and start flying low cost to the eastern edge of Central Asia, one option to consider is bmi which operates the cheapest, direct return low fare flights from London to Bishkek.

For all that, bmi's fares are jaw-droppingly expensive. 1) Apply for a £20 single-entry 30 day tourist visa for Kazakhstan from the Kazakh Consulate in London (this is the easiest type of Kazakh visa to obtain and you don't need an official invitation to apply for one).
